Chu Tao is 'the way to get a monarch', i.e. the artwork of ruling. Each individual faculty of philosophy has its tao, its doctrine of the best way through which lifetime should be purchased. Ultimately in a particular faculty of philosophy whose followers came to generally be referred to as Taoists, tao meant 'the best way the universe functions';
